— Octávio Simões
Senior VP—Sempra International
President—Sempra LNG

Octávio Simões is senior vice president of Sempra International and president of Sempra LNG, where he directs all LNG operations. Most recently, Simões was the vice president of commercial/development for Sempra LNG, where he was responsible for all the commercial activities related to Sempra LNG.

Prior to joining Sempra LNG, Simões held various postions with Sempra Generation, including vice president of asset management and vice president of planning & analysis. Simões was responsible for economic analysis, transmission support and market rules/structure for the generation portfolio. He also served as project director for the 600 MW Termoeléctrica de Mexicali power project located in Mexicali, Mexico, which began commercial operation in June 2003.

Simões has more than 30 years of experience in the energy industry, serving as a project manager, project developer, consultant, and asset manager in the United States, Latin America, and Europe.

— Michael Sliwowski
Vice President—Business Origination

Michael Sliwowski, vice president of business origination, is responsible for developing and maintaining global business relationships necessary for Sempra LNG’s market growth and managing the development of additional LNG facilities.

Previously, Sliwowski was vice president of business development for Sempra Energy Trading. He was also responsible for setting up Sempra Energy Europe and developing the LNG trading business.

Prior to joining Sempra Energy, Sliwowski held several senior positions in the commodity and capital market divisions of Deutsche Bank, Union Bank of Switzerland and Merrill Lynch.

— Scott Chrisman
Vice President—Commercial Development

Scott Chrisman, vice president of commercial development, is responsible for worldwide commercial and development activities related to Sempra LNG, including marketing capacity of LNG receipt terminals, developing liquefaction projects, buying and selling LNG cargoes, LNG ship charters, marketing natural gas associated with our facilities and establishing and maintaining business relationships.

Prior to his current role, Chrisman served in positions of increasing responsibility at Sempra LNG, including vice president of finance, director of commercial development, and director of economic analysis.

Prior to joining Sempra in 2003, Chrisman was in investment banking at Simmons & Company where he led over $3 billion of M&A transactions in the midstream gas sector. Additionally, Chrisman held various management positions at Exxon Chemicals in research, operations, project management, and business planning. Throughout his 20 years of experience in the energy industry, Chrisman has served in various development, operations, finance, and project roles in the United States, Europe and Asia.

— Bill Keller
Vice President—Engineering & Construction

Bill Keller, vice president of engineering and construction for Sempra LNG, is responsible for pursuing new project opportunities, as well as overseeing all engineering and construction activities for Sempra LNG.

Before he joined Sempra LNG, Keller served as vice president of engineering and construction and was responsible for engineering, procurement, and construction activities for Sempra Energy’s generation, liquefied natural gas and natural gas pipelines and storage business units. Keller was responsible for the construction of two LNG receipt terminals: Energia Costa Azul and Cameron LNG, and also completed the construction of a 10 MW thin-film solar PV plant.

Keller previously served as vice president of project development for Sempra Generation, where he was responsible for the development of 6,000 MW and construction of 2,400 MW of new gas-fired generating capacity.

— David Cobb
Vice President—Operations

David Cobb, vice president of operations, is responsible for developing and operating LNG receiving facilities, and oversees 175 professional and management employees. He has direct responsibility for all aspects of the operating business, regulatory compliance, maintenance, employee health and safety, and environmental compliance. In addition, Cobb is environmental compliance officer for Sempra LNG.

Previously, Cobb served as general manager of LNG operations for Sempra Energy International, where he carried out the development, permitting and technical design for the Cameron LNG and Energía Costa Azul facilities.

Prior to joining Sempra in 2003, Cobb held positions of increasing responsibility with CMS Energy’s Panhandle Companies for over 22 years. As general manager for LNG business development, Cobb created new LNG business opportunities and directed development activities including a proposed LNG receiving facility in Chennai, India. Before that, Cobb served as plant manager of Panhandle Companies’ Trunkline LNG receiving terminal in Lake Charles, LA. and of a gas processing and separation facility in Iowa, LA.

During his career, Cobb has provided consulting services related to design, start-up and problem resolution for LNG receiving terminal operators and designers in Europe, Asia and North America. Cobb is a registered professional engineer in Texas.

— Dale Kelly-Cochrane
Vice President—Terminal Services Agreement Management

Dale Kelly-Cochrane, vice president of terminal services agreement management, is responsible for managing customer relationships and large customer contracts with LNG terminal capacity holders.

Previously, Kelly-Cochrane was vice president of budgets and planning for Sempra LNG, and his responsibilities included negotiating long-term commodity contracts with Mexico’s state-owned electric utility, Comisíon Federal de Electricidad (CFE).

Before joining Sempra LNG, Kelly-Cochrane held various positions of increasing responsibility with the Sempra Energy family of companies, including vice president of operations for Sempra Energy International, where he led the acquisition and development of the Cameron LNG project; president of Sempra Energy Information Solutions (SEIS); vice president of strategic planning for Sempra Energy’s unregulated business operations; as well numerous management positions with San Diego Gas & Electric.
