Dale Kelly-Cochrane
Vice President, Budgets & Planning
Sempra LNG
Dale Kelly-Cochrane is vice president of budgets and planning for Sempra LNG,
which leads Sempra Energy's efforts to develop, build and operate liquefied
natural gas receiving terminals.
In his current position, Kelly-Cochrane is responsible for budgeting, strategic
planning and financial analysis of LNG capacity and supply deals.
Previously, Kelly-Cochrane was vice president of operations for Sempra Energy
International. Most recently he led the acquisition and development of Sempra
Energy's Cameron LNG project. In addition, Kelly-Cochrane served as president
of Bangor Gas and Frontier Energy, greenfield gas utilities located in Bangor,
Maine and Elkin, North Carolina, respectively.
Before that, Kelly-Cochrane was president of Sempra Energy Information Solutions
(SEIS), which provided web-based energy information and technological services
to commercial and industrial markets. He was also president of Soliance
Networks, a joint venture of SEIS, modis, Inc. and Cayenta.com.
Prior to that, Kelly-Cochrane was vice president of strategic planning for
Sempra Energy's unregulated business operations. As vice president, his
responsibilities included alliance/acquisitions and business plan development.
Joining San Diego Gas & Electric in 1977, Kelly-Cochrane has held numerous
management positions including manager of business planning and budgeting,
manager of pricing and rate design and manager of Enova Energy strategic
planning.
Kelly-Cochrane holds a master's degree in economics from San Diego State
University and a bachelor's degree in biology from the University of California
at San Diego.
Kelly-Cochrane is a board member of both Energy for Others, an employee
sponsored non-profit charitable organization and Sempra Atlantic Electric and
Gas, an energy services provider with more than 200,000 residential, small
commercial and industrial customers across the United Kingdom. He is also an
instructor of economics at Mira Costa College.
